The index, the number the board reads

The facility condition index is the backlog divided by the replacement value: $1,200,000 of $15,000,000 is 8%. Managing the Facilities Portfolio, the 1991 study the index comes from, rated buildings good under 5%, fair from 5 to 10% and poor over 10%. The worksheet works the figure from your own backlog and value and publishes no rating of its own.

Backlog and value per square foot

Backlog over floor area puts the deficiency on every square foot: $1,200,000 over 120,000 square feet is $10 a square foot, against $125 a square foot of replacement value. Two figures that make the index concrete to someone who knows the building by its floor plan rather than by its balance sheet, worked from the same three inputs.

This year's renewal, and the years it implies

Backlog less this year's capital renewal, over the value, is next year's index if nothing new is found: $900,000 of $15,000,000 is 6%. Backlog over the renewal is the years to clear it at that rate: four. The renewal is the figure the board will actually fund, and the worksheet publishes no rule about what it should be.

What counts as a good, fair or poor index?

Managing the Facilities Portfolio (1991) rated under 5% good, 5 to 10% fair and over 10% poor, from the buildings its authors had data on at the time. Many institutions set their own bands. The worksheet publishes no rating; it works the figure and leaves the reading to you.
