This is a facility condition assessment worksheet that turns an inspection report into the figures a capital request needs. Enter the priced deficiencies for the roof, HVAC, electrical, plumbing, the envelope and the interior, and the replacement value of the building, and it works the total deferred maintenance backlog, the facility condition index, and the share of the backlog HVAC, the roof and the envelope each carry. Six systems, one backlog
An assessment lists deficiencies asset by asset; the capital request reads them system by system. The worksheet takes one priced total per system, $250,000 roof, $400,000 HVAC, $150,000 electrical, $100,000 plumbing, $200,000 envelope and $100,000 interior on the worked example, and adds them to the $1,200,000 backlog the index is worked from. Enter zero for a system the report did not cover.
The share each system carries
Each system over the total is its share of the backlog: HVAC at $400,000 of $1,200,000 is 33%, the roof 21%, the envelope 17%. The share says which system moves the index and which the capital request should lead with. The worksheet shows three shares; the other three follow by subtraction from the same six figures.
The index the total makes
The total backlog over the replacement value is the facility condition index: $1,200,000 of $15,000,000 is 8%, in the fair band of Managing the Facilities Portfolio's 1991 ratings, good under 5%, fair to 10, poor above. The worksheet works the figure and publishes no rating; the reading is yours and your board's.

What is a facility condition assessment?
An inspection of a building that lists every deficiency found, by asset and system, with a cost to correct it, and reports the total as a backlog and an index against the replacement value. The worksheet works the totals and the index from six priced system figures; the inspection itself is your engineer's.
Which systems should be in the assessment?
The worksheet adds six: roof, HVAC, electrical, plumbing, envelope (windows and doors) and interior finishes. Site works, fire systems or lifts can be folded into whichever line fits or entered as part of one; the worksheet publishes no list of what an assessment must cover.
